Small Business Innovative
Research (SBIR)

ATA is a successful awardee of Phase I and Phase II SBIR projects with NASA and the Department of Defense.

The Small Business Innovative Research (SBIR) program supports scientific excellence and technological innovation through the investment of Federal research funds in critical American priorities to build a strong national economy.

The program’s goals are to:

  • Stimulate technological innovation.
  • Meet Federal research and development needs.
  • Foster and encourage participation in innovation and entrepreneurship by women and socially or economically disadvantaged persons.
  • Increase private-sector commercialization of innovations derived from Federal research and development funding.

The Phase III program:

Phase III refers to work that derives from, extends, or completes an effort made under prior successful Phase I or Phase II SBIR projects. Phase III work may be for products, production, services, R&D, or any such combination. One of the more powerful aspects of the Phase III program is that the SBIR Phase I and Phase II awards satisfy any competition requirement. Therefore, an agency that wishes to fund a SBIR Phase III award is not required to conduct another competition in order to satisfy statutory provisions. There is no limit on the number, duration, type, or dollar value of Phase III awards made to a business concern.

There is no limit on the time that may elapse between a Phase I or Phase II award and Phase III award, or between a Phase III award and any subsequent Phase III award. A Federal Agency may enter into a Phase III SBIR agreement at any time with a Phase I or Phase II awardee.
